Rules framework

A useful rulebook should answer these questions in plain language:

  • Who may join, and when does registration close?
  • Which rules of golf and local course rules apply?
  • How are handicaps established, updated and verified?
  • How are flights assigned, including senior or other eligibility overrides?
  • When is a score final, and who may correct it?
  • How are ties, rainouts, no-shows and incomplete rounds handled?
  • Who may win gross versus net, and can one golfer win both?
  • When and how are dues, skins, points and winnings settled?
Recommended: publish the rules before collecting dues and record the effective date whenever they change.

For each game, record entry cost, eligibility, number of places, tie method, payout authority and whether results count toward season points.

Part 5

Weekly operating rhythm

  • Before signup: confirm course, tees, format, capacity, fees and weather contact.
  • After signup: review tee times, accommodations, flights and roster changes.
  • At check-in: confirm arrival, round payment, dues and optional games.
  • During play: make scoring and rules contacts easy to find.
  • After play: verify cards, resolve exceptions, calculate results and publish standings.
  • Before closing: reconcile collections and payouts with an audit note.
